Bigger is always better (for viewing) always. Always
But a tablet is a tablet when it offers smaller size, weight and convenience . If Apple can keep the weight down , keep side bezels to almost nil, maybe it can work. I don't have a full iPad anymore to test measurements .
The other factors on Mac Tumours was hybrid. Apple cannot do a hybrid as in iOS and OSX on one device
But, 3 iPad sizes where the 13 is weight and form factor friendly could work
Hybrid wise I'd rather have a Windows netbook and a Windows tablet OR iPad and a MBAir 11 than a hybrid
