Given a cellular/GPS iPad, the "alternate pathway" would be to spend more, ONCE, for greater storage capacity, and buy a mapping App that does not need any cellular connection to continually download map data (e.g., TomTom, which, at 1.54 GB, includes all the mapping and POI data for USA and Canada in the App), or that can download the data in advance, at home, on a wifi connection, and cache it (e.g., MotionX GPS products).

In some states, anything on the dash that blocks ANY PART of the drivers view of the road is illegal.
