I originally got the first wifi only iPad and one of the reasons I upgraded was to have cellular service so I could use GPS. However I have found that one needs to be careful not to chew up your data limit using GPS on your iPad. I also have used copilot which I like a lot but I think it uses more data than the native "maps" or google maps.
Also when I posted pictures of my ipad on the dash to this list many readers had the reaction that using an iPad for GPS would be considered "distracted driving". I don't see how it could be any more distracted than a garmin gps etc. but with so many people having this reaction I wondered if this would be a traffic cops reaction as well.
I also have a Garmin GPS which I got originally for a bluetooth link to my iPhone for hand free use (which I use briefly but is much less distracting than ignoring a ringing phone.) For economy this is the way to go as you do not have recurring data costs.
My solo last trip up and down the east coast, I used my iPhone (Apple Maps & Google Maps) and the Garmin GPS. For easily selecting alternative the Apple Maps works best for me as it has a graphic way to chose alternative routes.
I currently mostly use the cellular data on my iPad for internet access on my iPad when I am away from home at various volunteer activities.

You will also need a mapping program that loads onto your iPad and doesn't need to connect to the Internet to run, the best and I found is called copilot and has maps for most of the world.

You purchase and download the maps for the your country so it doesn't need to go back to Internet while tracking. The only problem I've come across is before you use it you need to go into the general settings on the iPad and reset locations of privacy.
I downloaded to many GPS tracking programs for the iPad but nearly all of them needed contact with the Internet to work properly
