I have an iPad4 Wi-Fi version only and had the same problem originally tried to get a GPS.
There is a GPS that will work successfully with the iPad it's a
Bluetooth GPS Receiver for iPad, iPhone, iPod GNS1000 MFI
which I purchased through eBay from America.
You will also need a mapping program that loads onto your iPad and doesn't need to connect to the Internet to run, the best and I found is called copilot and has maps for most of the world.

You purchase and download the maps for the your country so it doesn't need to go back to Internet while tracking. The only problem I've come across is before you use it you need to go into the general settings on the iPad and reset locations of privacy.
I downloaded to many GPS tracking programs for the iPad but nearly all of them needed contact with the Internet to work properly
