Here's what it seems. 
Camera roll 766 is where my camera pics go and ones I save from emails or texts
Photostream 1000 automatically pulls from the camera roll
The photo library 557 is my photos I sync from iTunes/iPhoto. The camera roll seems to not be included although I thought it once did. Weird. And oops. 
The folders underneath are ones I've synced from iTunes or created in the photos app. 
I don't import photos with wires on any iOS device so I don't get "imported photos" folder on either one. (I gave my camera away last year as it was the sane resolution as my iPhone (albeit width a 3x optical zoom that I now merrily go without. As I'm taking photos for me, not for anyone else. Which reminds me, I wonder what my surviving relatives are gonna do with a hard drive of photos? It's a weird thought. I Coukd have a quarter million or more by then. Geez.)

For me at least it was Jim to the rescue. Here is what I now know is the case
 
Photos taken go to Camera Roll                                                                         Can be seen directly in Windows and copied to desktop from iPad
Photos synced by iTunes go to Albums                                                               Cannot be seen directly in Windows (Not sure about Finder)
Photos imported by CCK and Camera's USB cable go to Import Folder I think  Cannot be seen directly in Windows (Not sure about Finder)
Photos imported by CCK and SD card go to Import Folder                                Can be seen directly in Windows

Interesting just because of the multiple emails in this conversation stating that all pictures on an iPad are in the camera roll, and they are not on mine.
