My friend had his stolen, but because he lived in Manhattan, the location services is not that precise. His was not locked either, but he had the MobileMe set up and he sent a message asking for its return with a reward. When he got no reply, he remotely deleted all his private information from it. Apple could offer no help, even with the serial number.
The best advice is to ALWAYS keep a password on your iPad! I don't think anyone would ever get a lost or stolen iPad back, but at least you know that your private files and information are inaccessible.
