To use GPS you need an iPad with 3G because the Wifi-only ones lack a GPS receiver.
That said, there are things you can usefully do with Maps without GPS or 3G, just as there are useful things you can still do with folding paper maps from AAA or (if they still have them) gas stations.
GPS does greatly increase the usefulness of the Maps App.
3G AT&T iPads come with a SIM card. Verizon 3G iPads do not.
