I'd take it to the Apple Store. Is there one near you. If there isn't set done time aside and get on the phone to them for help.

There is no one, if there was I would know what to do!Sometime it might be a system app like, mail, setting, Apple Store, or itcould be any number of apps that worked find in 7!I might go to mail or setting as an example 2-3 time then reboot, then go tomail and reboot the first time.I can usually figure problems out, but this time I'm at a lost.on my iPad 2 ( version 7 ) I go to same apps no reboots.It's in ios8, maybe a bad install, but I've never had one in any of my other Apple items over the years.I hate to have to go to the Apple Store, I'm have some health problemsthat when I walk or stand I'm in pain( someday not to bad other it hardto just get around the house ) maybe I get the iPad 2 and add a couplenew app that I want/need. Also i can't take screen picture when I touch the on/off and home.I've done a number of reboots myself! Also I've done two restore, with no help!My iPad Air 128, using Windows 7 (64).While I'm at it I tried to up grade my iPhone 5 from 8 to 8.01.
