Milliwatts of microwaves heat water molecules the same way kilowatts or megawatts do.

The difference is the rate of heating — and the fact that mammalian bodies have evolved to dissipate heat quire well. I very much doubt that the amount of heating from cellphone levels of microwave radiation could even be measured in a mammal, let alone be significant.

So an exposure that doesn't produce significant heating at any one time will have zero ill effect when protracted over years (10,000 times 0 = 0).
