Our phones use microwaves, in the millimeter wavelength range. These photons lack sufficient energy to damage DNA by a factor of over 1000.To say nothing of the fact that they are emitted at milliwatt power levels.

Milliwatts of microwaves heat water molecules the same way kilowatts or megawatts do.
The difference is the rate of heating — and the fact that mammalian bodies have evolved to dissipate heat quire well. I very much doubt that the amount of heating from cellphone levels of microwave radiation could even be measured in a mammal, let alone be significant.
So an exposure that doesn't produce significant heating at any one time will have zero ill effect when protracted over years (10,000 times 0 = 0).
