The answer is (as it often is) "That depends."

If you have the right printing app on your iPhone or iPad, you can
network wirelessly directly from the iDevice to the printer without any
need for a hotspot or a router.

I can't speak for printing from your MacBook since I don't own a
MacBook, but I can print directly from my HP windows notebook to my HP
deskjet portable printer through a direct wireless connection without
using a router.
