If I didn't have an iPad mini already,I don't know if I'd wait or not. I did t see much difference in screen display between the iPad 4 and the iPad mini. I do see a difference between the iPad 2 and iPad 4. I really like the reti a display but since I didn't notice a difference, without looking for it, between the iPad mini and iPad 4, I opted for the iPad mini. The size and weight are perfect for me. I like how the iPad mini doesn't take a long time to charge and has very good battery life. I'm sure that if the iPad mini were upgraded to retina display there would be a shorter battery life and longer charging. I saw it with the iPad 3 compared to the iPad 2. I've had versions 1-3 of the iPad.

I like the idea of the iPad Mini for permitting me to read in bed due to it's light weight vs. the tubby iPad 1.
Are there rumours of an iPad Mini 2 on the horizon?
Yes, that's like asking how long is a piece of string?, but in matters on high tech things, I usually buy, then a few weeks later the item I bought is replaced.
