Yes. It is called Boss.ios in Cydia. It is applied with the Winterboard app and requires the iFile app to modify the text file to allow the weather on the homescreen to work.

Pressing down in letters or words will produce a magnifying glass to make the text easily readable. 
Letting go produces the select text options.

I think it came in iPhone OS 1.0
