Not necessarily. My kids have inherited several computers from me, and my granddaughter inherited an iPad 1 when I purchased my iPad 3. My wife's also inherited a couple of computers along our journey together. And, thanks to God and some good doctors, I'm still on the green side of the lawn.
Now, to the iPad 1 that Becca has inherited --
1. Your father should have taken all of the info from it that he wanted and then de-activated the iPad from his Apple ID. By de-activating the iPad, he doesn't use up any of the devices that he can allocate.
2. You should then reformat the iPad as a "new" iPad. You do this by using iTunes. I forget where to look, but I cleaned my iPad 1 before giving it to the grand daughter.
3. You then open an account with Apple to get your own Apple ID and then activate both your computer and iPad.
It's not all that difficult a task. Of course, if you're near an Apple store, you could make an appointment at the Genius bar and get them to help you out.
