I don't know if this would work nowadays since I last did this years ago, but here is my thoughts on this. Use Outlook to make your contact groups and then export. Connect your iDevice to iTunes, Sync Address Book Contacts, and under Advanced there is an option to replace your iDevice contacts with this new list.
I could be completely wrong since a lot has changed from the last time I did this.
