Oops. I misread the question. DUH... Of course, my Ipad does not charge when the computer is turned off (I do not use sleep mode).  AAMOF, it does not charge much at all if connected to the computer. Icon says not charging, but someone pointed out that it is just charging slowly. So I charge thru the AC adapter. .
 
On a side note, I bought a 10ft cable connector and it barely charges with that and does not charge to 100% even if left on overnight.  Is that normal?.I tried charging my iPhone with that cable and it worked fine..... Millie

Yes, you need to find a way to keep the computer awake -- in sleep mode
it saves power by turning off the power flow to external ports as well
as turning the screen off.

but actually it's easiest just to use the plug-in adapter which comes
with the iPad.
