Yes, it is normal, and not an efficient way to charge it. Even though it
say "not charging" it is probably charging it at a very slow rate. Only
good if you are in a bind, that is your only source of juice for the iPad.

Or overnite, when you won't even notice how slow it's going.
Plug it in, set it to sync (if you want), & go to bed.
