[iPad] OT, and yet… My Bicycle was stolen Monday

I was in at work, and someone stole my electric bicycle. I'm SOL as far as insurance or such goes. but Thomas, my manfriend is getting me a new bike.

A couple of questions:
The one I had has a Sealed Lead Acid (SLA) battery. There is another one on the SEARS site that Thomas thinks might be better, with a Lithium Ion battery.

Do either of these deplete while not being plugged into the charger, and if so which one depletes more slowly? I have never gotten the estimated 15-22 miles per charge. I weigh 190 lbs and I understand the estimates are driver weight contingent. But keeping them connected to the charger all the time will glut them and they become unable to hold a charge then. Which battery will last longer in lifespan?

Second question, more on topic; Is there a 'lojack' style app for bicycles? I'm envisioning a thing attached under or on my new bike and I can track it on my iDevice. I know there are big collars for pets, and a large attachment for cars, but on a bike, this could easily be removed by a thief.

The two bikes we're looking at are:
The EZ one is like the one I had. Another has a different battery and is almost all white. I'm not sure which battery would be best:

<http://www.sears.com/ezip-ez-trz-rd-w-electric-bicycle/p-00644854000P?prdNo=6&blockNo=6&blockType=G6> This is almost exactly what I had. Sealed Lead Acid (SLA) battery.

And this one, for the bright colour and different battery:

Other than that, the specs are about the same. 15-22 miles per charge a 10 lb weight difference.

I'd like opinions from the group. I trust tech input from y'all, so I'll ask about the tech end of the bicycle too.
