I plugged my Touch into the wallcharger & when I slid it to on it advised me
of an update.

I started it going & it took about 15-20min on my (I think) 5/15 DSL
wifi.

Over-the-air iOS updates are "deltas" and much smaller than the whole iOS.

Plugged-into-iTunes on the computer updates replace the whole iOS.

3/4 of a GB would be a pretty hefty chunk of a 3GB plan, unless you're on the last day or so & know you have bytes-to-spare.

You only get the whole 750 MB download if you do it on your computer, so that is coming over cable or FIOS or DSL, if you have those things. 

It would not be smart to set up hotspot tethering on your iPhone and use *that* for downloading this to your computer....
