Yesterday I discovered and purchased two apps that may suit you (and
me) to some extent.

1) "xiFler - xDownloader" features a basic image editor beside a
viewer.
The app has an apparently lesser sibling "FileApp - Manager".

2) "FileApp Pro" on your iPad and "DiskAid" (along with iTunes) on
your PC or Mac enables you to have a "Windows Explorer" view of your
iPad's file system.
