A very general answer.
The iPad requires a higher charge than a Phone or Touch. iPad's bigger battery would require days or many, many hours to charge at the lower rate.
Someone can give all the electrical numbers, but most PC USB outlets do not put out the necessary higher charge. Apple/Mac evidently does. New PCs will likely have higher charged ports as more devices require for charging.
If you have a wall charger for your Touch, the same thing will happen, it is not powerful enough to charge the iPad, but the iPad wall charger will charge the Touch.
Actually the USB port on your PC or Touch wall plug is charging the iPad but at a very low/slow rate.
