IOS8 can be a long process.  Yesterday evening I had my iPad Mini in Download for about 11 hours, at times the message said 5 hours top go, then 15 hours to go etc.  The icon kept spinning but finally about 11PM the download took place and everything worked as designed. When I inquired on line the problem was shown as an extreme overload of servers. All is good that ends well.
