I don't think it is a scam. I am a very frequent visitor to and an often participant with crowdsource funding like projects on kickstarter.com.
I have probably purchased fifteen products or so (so far) and have had very good experience with at least 2/3, and only problems with two (which is probably better if you ordered a product untouched by you on line).
These products need your money to get to full production via the tooling and test phase. The time line can be anywhere from a few weeks to many many months. If it is a great product than it is worth the risk of having less than $20 tied up.
