I searched for an answer for you and came up with answers if you sync with iTunes.  You didn't say whether you use iCloud or not, so I didn't search on that. I didn't come up with any answers, so I wrote the question in the Apple support forums.

"I have an iPad that I have never synced to iTunes.  When I delete an app using the wiggle and tap X it deletes. When there is an update for the deleted app, it shows up in updates. If I update the app, it redownloaded the app. I would like to permanently delete the apps so they never show in updates. Is that possible?"

Bob,

I don't have an answer to your query, but I also find the same thing happens with me. I've deleted a number of (to me) useless Apps, and find I still get updates for them.

I'd also like to know how to permanently "delete" Apps so I don't get updates.
