If you are looking for an iPad GPS/map app, CoPilot will let you avoid interstates. Or at least it did several years ago. It still does on Android.

Does anyone know of a GPS app that will give surface street directions, no freeways? I had a Garmin that I could program to give me directions without using the freeway. It was fun seeing places I hadn't known were around me because I use the freeway a lot. I'd like one for my iPhone 5.
