Alice.  Verizon has two separate departments.  Pre pay and post pay.  Customer service (most) knows this and should have transferred you.  You were talking to pre pay.  I manage my post pay all the time via My Verizon without talking to Verizon.

You have to go to Settings, General and Reset, click on Reset and then Subscriber Services.

It took several steps but I finally got my data activated.
