I'm weird. So....
I always thought the following
Step 1: if you could get the recycled bag s a county away. Get them.
Step 2. Install a bag vending machine in county with bag ban at grocery stores that charge a dime.
Step 3.... Charge 5¢ bag. 25 for $1
Step 4. PROFIT??
