You can do it from the iTunes store on web iPad or Mac or pc as far as I know

I don't see any drop down list in iTunes on the iPad next to the Buy button on the apps. I rarely use my laptop since I got the iPad. Next time I turn it on I'll check if there is a drop down list. Not very convenient if that's the only way to put apps in a wish list.
