To all who wrote with helpful tips for my brother in law with the missing "View Account" button on his Verizon iPad2, thank you!
 
He emailed me today, and said that he went to a location where he could connect via wifi, and upgraded his IOS to the latest version, and his View Account button is back once again!
 
He can cancel appointment with the geniuses!

That may be a problem - he doesn't have a computer currently that he can back up to.  Guess he can back up to the cloud?  Hopefully that will be enough.
