You can change the DNS servers in the Network settings section for
whichever connection you wish to modify, either those assigned by the
DHCP server, or in the Static IP configs.

I've not found a way to (easily) change the User Agent settings for
Safari, but both Atomic and iCabMobile come with a good list of
prefined options and also allow on to configure custom UA's.
