Creating an album from the Camera Roll on the iPad, *using* the iPad to do it, is basically a process of putting a tag on one or more images, which the iPad then "sees" as an album with that tag as a name. Nothing is altered with the images; they are still in the same place on the "hard drive"; they are still part of the Camera Roll.
I *think* I have heard of some 3rd-party Apps that can do what you want, but since I personally want more complete control of this process, and am working with a perfectly functional Mac computer, that is where *I* do it -- in iTunes.
