Voice to text conversion takes place on Apple datacentre servers so sound file has to be sent there. In iPhone 4S, Siri also does not work without connectivity to datacentre.
Maps do not work without connection to Google datacentre and your current location is sent to the datacentre.
Every one has different definition of privacy.
It is better to be aware of the facts.

Do you really have to send information to Apple to use the Dictation on
the new iPad?

raises some potential privacy issues and raises the question as to why
Apple requires you to log in on wi-fi to use Dictation.

Has anybody tried using Dictation with wi-fi turned off? Or when you're
not near a wi-fi connection?
