That's using the map program which comes pre-installed on the iPad.
There are other applications which can make use of the GPS function if
you have a 3G iPad (even without having a data plan) but those other
applications have the map data already loaded onto the iPad so you can
continue using them without a wi-fi connection to download other maps.
