Have you "turned on"  your cellular connection access….   Settings  -  Cellular Data  -  turn on or off?

 

If you have,  then have you established an account with your cellular service?  That would be done in the other button below,  "  View Account  ",   I believe.

Not sure KM's response may be clear to you.   WiFi is your connection to hotspots and home network,  labeled  "WiFi"  on your iPad's  Settings page.   3G  is your  CELLULAR  connection and is labeled  " Cellular "  on the Settings page.   Which are you actually having a problem with?
