Correct.

I gave my husband my iTouch because I wanted the iPhone. He is a Windows person, so I am in the process of dragging him kicking and screaming into the 21st  Century Apple World. All he was interested in on the iTouch was the music and the contacts. So after he went to work this morning I attached it to my iMac via cable (de-selected the wifi connex to it), and wiped off my stuff on it. I did not do a restore.
Then I decided to set it up so that we could message back and forth, so I created an Apple ID for him ... using his email address and a recognizable password. Then I tested and found that I can test back and forth to him from my iPhone to his iTouch, and from my iPad to his iTouch.
The hardest thing of the day will be explaining to him how and why it works. We're senior citizens, and I am far more techie than he is.

Unless I'm mistaken, you will also find that both contacts need to have an email address.

iMessages uses email addresses as the "mobile number" so they know where to send the message.
