That is the way it is in Georgia.  If you sign a certain place on your license, you consent to organ donation.  But be sure to let your family/loved ones know of your decision.  Signing alone doesnt guarantee your decision.  Permission is sought from your next of kin.

In Maryland we have the donor information on our driver's license. I thought it was that way in all the country.
