Apple has simply, efficient easy-to-use methods to do exactly this (e.g., AirDrop).
Without the user needing to see a categorical listing of the contents of the file system.
The lack appears to be software on the Windows side.

Apparently there are now clients that know how to to Wifi Direct (peer-to-peer Wifi) under Windows.
