My experience has been that face time needs more bandwidth. Perhaps that is coming into play?

Recently there was a discussion on how FaceTime is barred in some places but one can Skype.
Can some one tell me how they differ in implementation so as to enable service providers to Barr one but unable to Barr the other.
To a user, end result is same as far as usefulness of both go.
