Yup. That's the correct behavior without an app that can send texts over wifi. Messages app can't send texts it can only send iMessages unless it has an iOS device with an SMS plan linked to it,as previously mentioned.

Pat, my iPad does have a cellular plan. Just seems so weird to me that it would be this difficult to text between an iPad and an Android.

It's not difficult on a cel plan iPad. Only on a wifi iPad.

My Verizon cellular iPad is incapable of sending SMS text messages in the absence of an iPhone to send them through.

I don't have any trouble texting from my iPad.
