Plug the iPad into iTunes. Tell it to remove messenger. Then redownload it. Or what I've done that usually restarts the download is a restart. I think it happens when you start the download and the signal drops before the download finished.

I put the two Apps I didn't want into a "junk" folder and am still waiting to see if the Messenger App will ever finishing installing
