If the phone number being used on the Windows phone was previously used on an iPhone, I found this fix:


 

Place sim card in iphone and boot 
Go to Settings
Messages
Turn OFF iMessage.

 

Remove sim card and place in new hand set. 

If that doesn't work, I would call Apple Support.

I'm using just a text (character) message.  No photos, videos, etc.  On the iphone it looks like it was sent.  It doesn't say "delivered" but the green line across the top goes all the way and gives a little beep.  However, nothing ever shows up on the Windows phone.  It is a Nokia Lumia 635 and is set up for wi-fi calling as well as data.  My husband doesn't hear well on the phone so I thought if I could text him, it would help.  A text from the Windows phone to my iphone is almost immediate.  No problem.
