I presume you mean the little camera and scribble icons.
They are present in Notes on my 4th-gen iPad, so they should be there in your 2-generation-newer Air2.
When I first used Notes after upgrading, I was told something about Notes not being able to sync properly with other devices if they were still on iOS 8 or Macs not yet on El Cap – and I was offered a choice whether or not to upgrade Notes now.
If that choice is deferred, it is possible to activate it – I think from an icon or menu or something in the upper left (since I've *done* that already, I can no longer see the choice).
