There is a bug that will cause the restore to go round in circles, fixed in 9.01 which you can do within iTunes to get past this

Did you upgrade from ios7? If so then google slide to unlock bug ios9 or similar. Basically you gotta restore to s backup.

I did a hard reset, the apple logo comes up, and the Ipad starts and then it returns to the white screen with the  swipe hear to d/l and still nothing happens.
