In iTunes, while the phone is in this problem, update to 9.01 from iTunes. It will appear to not be doing much, but it will update to 9.01 which resolves the issue, and you can then restore again. I had this last night with my wife 6S, although a friend had no issues

I did a hard reset, the apple logo comes up, and the Ipad starts and then it returns to the white screen with the swipe hear to d/l and still nothing happens.
