Everything I read says that you should be able to add/change info in each section after tapping the Edit button in the upper right corner.

I tried setting up my medical ID this evening on my iPhone 5 running iOS 8.1.2 . I found editing to be difficult if not impossible.  Can't add info to allergy section.
