The final version of iOS 7 was 7.1.2

Or go to 8.1 of you can. 

Since a 4S officially CAN be updated to iOS 8.x, I doubt the servers will make 7.1.2 available at this point. Some folks don't like how 8.x feels on a 4S, but it does work.
