Assuming the same pixel density, a 12.2" iPad will have 58% more pixels (a 12.9" one, 77% more) than the iPad Air 2. That will require a new, better GPU, and more battery.
I would be surprised to see a 32 GB unit for under $700.

No, but I suspect they will sell few to individuals.
