I was having the same frustrating problem and Jim's suggestion resolved it for me. I was working on a Pages document and I wanted to access it on my iMac, MacBook, iPhone and iPad. Unknown to me I was not logged in to iCloud even though I did not see that in my normal use.
I was logged in to the various gizmos and iTunes. So open up and look carefully at your iCloud settings. It asked me to log in and after I did so all were in sync.
This also resolved the same problem with Numbers..

So I guess my question should be, is it normal to take so long for them to be in sync, like a day or two, or is there something I can do to speed up the process, since if I write at home and want to access it when out, I would like it to be the latest version?

One thing:
In iCloud settings in System Preferences on the Mac AND in Settings on the iPad, you need not only to have iCloud *turned on*, but you need to be *logged in* as well.
I find that for some reason I have to keep logging in again and again. Of course, if you have rebooted the iPad for some reason, re-login is required.
