It makes use of sensors in the iPhone, being carried around on your person, to measure health parameters. Also, the ICE "In Case of Emergency" feature is intended to be available for emergency personnel, which means on the device the person is most likely to have on them at the time of the emergency.

It is not included in iOS 8 for the iPad, only the iPhone.
