Google Voice does an excellent job with both types of calls.  It will send them directly to a spam folder without ringing your phone.  You can also permanently block them in which case they will get a message saying your phone is no longer in service.

I will be interested to know if this works on no-caller-ID calls as well as spam calls *with* caller IDs.
